Version numbers on this game are consistent. A number change after the first decimal point is an actual content update (ie 0.16 to 0.17). A number change after the second decimal point is a primarily bugfix update (ie 0.17.1 to 0.17.2). There are occasionally additional scenes added but this is usually if there was something not quite ready for release. I do believe there may be a few additional small scenes added in ver 0.17.3 if I remember the dev's last communication correctly.

Not an issue/bug. You could port the Ren'Py back to one that support Windows 8.1/8/7/Vista/XP/2000/ME/98/95/3.x or you could run it in a Windows 10 (or Linux) VM. I don't know any other options.
Since The Headmaster 0.16.4, the Ren'Py version was updated from 8.2.3 to 8.4.1. Ren'Py 8.4.1 no longer supports Windows 7 and 8. That's because it uses a newer Python version (Python 3.11 vs. 3.9) which no longer supports Windows 7 and 8. You are going to have this problem with a lot of Ren'Py games from now on!
It's possible that it is relatively easy to modify the latest version so it uses Ren'Py 8.4.1. But I just tried the simplest way of doing this, and it turns out that this particular game requires at least one extra step. (Recompiling the .rpyc files for the older version.) That's more effort than I want to spend on this.
