So I think the question needs to be refined to "Which Student will be the first to be DEFLOWERED by the HM" I don't think staff should count.
I think Lucy, simply because of story pacing, is the one that is most likely the first to have COITUS content. But the question is "Is Lucy a main story character or a side story character?"
