Because that is the exact reason he is in the game. He made Satoshi appear in order to make the player feel bad about him (this IS a NTR game after all), but he also made Satoshi pathetic so we do not empathize with him too much. This makes the pain delivering a lot easier to handle.
Thankfully, this dev is nowhere close to the NTR level of Dark hero party (or Thug hero party), that is the peak of ntr, injustice and suffering. No game has ever come close to that level, ever.
Plot convinience, of course, do not think about that too much.

The thing about Mary many seem to forget is she's not just a slut she's also a shithead. She's clearly an airhead, she is shown struggling in her classes from the flash backs, she gets taken advantage of very easy by Kendo and Arato and her "plans" in the game would are ones that would inevitably back fire and when they did they instantly ended up becoming more difficult for her she thought.

I'm one of those who thinks that Shizuka would lose her charm if she got involved with kendo, she would be just another one of the bunch, but that's just my opinion.
at this point it seems like she would be the one girl at this point who could see through his bs and give him a taste of rejection maybe giving the player some minor reality check in the process showing that while Kendo may not do the shit Arato does like drugging he is still at the end of the day a complete scumbag who preys on women and their insecurities while claiming to help them when he really only cares for his own pleasure like Arato.

she's smarter then she lets on if I recall correctly she's using Arato mainly for his money she can be assertive in their relationship seen in kendo endings when she can convince him to leave with her and in the Satoshi route she does get him to leave Mary and Satoshi alone when they decide to leave. Anyway She really has no need for Kendo given he lives a lifestyle she doesn't truly enjoy as much as other girls.
Arato is objectively a lot better. That's the point. That's why she's with him and she admits it (and confirms it with her flashback) she needed someone with enough sexual appetite to keep with her, and she wanted someone on top. Arato fills all her boxes (young, rich, very sexually active and to boost he's a dumbass she can deal with relative ease) with the only caveat that he's a bastard and is emotionally distant. She knows this and lampshades it.
Kendo has a mega cock and can give god-tier sex, but that alone isn't enough for Shizuka.
Its also why Kendo knows that it would be difficult to get her. Man may lack a lot of things, but he's experienced and he only needed glance to realize this.
I wouldn't say its impossible for Kendo x Shizuka scenes to happen, but its kinda obvious that despite her horny overtaking her at times, Shizuka is actually able to see things objectively unlike Mary.
Also I really want to see Arato getting cucked to hell, so its fine either way.
Yeah that's her justification for staying with Arato and why she doesn't say anything to him, but it's pretty clear if Kendo gives her amazing sex and she wants it to continue she wouldn't say shit to him either.
She's the kind of person who manipulates from the back, she isn't confrontational.
One thing you got wrong though is that she pretty explicitly says in her flashbacks, at least as far as I remember, that she liked being on top with her old boyfriend. He just couldn't keep up with her.
That's also what Kendo saw in her that made him not want to seduce her. That she wants to be in control.
I would kindof like to see Kendo dominating her, just to cuck Arato. But I agree that it doesn't seem likely to happen.
