Noblesse Oblige is the closest by far. Otherwise Renryuu Ascension has country management but the execution is very different.

Have always been seperate things from the old NTR tag. The tag was changed to Netorare to more accurately represent what it was referring to instead of the three things NTR covered - Netori, Netorase and Netorare.
