I think there is a deception underway and a multi-pronged plan to drive all parties into war. Whoever is doing this is planning something big and needs to eliminate or weaken two factions to make it easier to seize power.

I am not sure it is only a political faction. Ceolag took inspiration in novels and books where the menaces are existencial. They are basically doombringers.
