The grey eyes are pretty clear indicator who that "cocky bitch" is, even without the bits about her attitude. Mind you, it can be a little less clear if you've picked hair color other than default black for the Princess. As in that case the game will mention her hair color instead. Although it also makes it far more obvious on game script level.
The Queen's not the nicest person by any means, but she at least doesn't threaten to torture/murder you in overly elaborate ways in like every conversation unlike Merat. I imagine this is just a bit of optional foreshadowing for something that will happen soon(tm) anyway, with conclusion of the current chapter behind the corner. Perhaps the Princess and the folks she's rounded up will make appearance and play some role in those events. Maybe to spoil whatever plans the local Duke has cooked, to show that "See, she isn't all just insufferable little bitch". Or something.Oh wow, didn't know about that.
