The wicked whims download have an file called:
TURBODRIVER_WickedWhims_InappropriateUnlock.package.
You need to put this in your wicked him folder to unlock the anti patron content.

On topic:

I'm guessing you have an version of Noir's head/tongue that needs to be updated.. At least that's what it was for me.
