Probably there is another quest related to Shady guy in progress and you must finish it before you can ask him for another task. Tell me what's the value of jobday variable.

DO NOT TOUCH day variable!!!

Don't worry about previous quests. They are safe, but keep this backup just in case if this cheat interferes with something in the future. This is not likely to happen, but keep it anyway.

By setting jobday = <your current game day> + 1 you will be able to "Ask (Shady guy for) an advise about the car" and on the next day you will be able to continue any other pending tasks from Shady guy you may have.

What jobs have you did for the Shady guy? Because it seems that Shady guy doesn't know you at all!

Start the game from the beginning and don't use cheats!

Too Much Days I Taken to Play this

And I Used Cheat Only Once i remember
At The Nicotine From Pharmacy
That Time I used Cheat inventory i added Direct...
And I didn't Cheat anywhere

Then you are missing a lot of things starting from:

But this content is from 0.04 and you said that you are on 0.14 and because Shady guy quest line is still very buggy I decided that you have encounter a bug. Sorry for the misunderstanding!

I don't know Some Of the way game getting stuck

Janice Pic and Gave to billy and talked about that guy already he gave me stamina pill and drug
To put in Kelly's Coffee
And Next day he gave me some job to steal something from pharmacy
And I did that
All Complete already....
And
Only i Cheat at the middle just added Nicotine By CheatMenu

It's still unclear to me how you've come to that situation. It's look like that you've cheated with VitaminX/DrugX too.
Anyway try the following:

chat = 8
jobday = day + 1 (for example if day == 230 then set jobday = 231)
