I used the console once to reset her progress because I thought maybe I got locked out of something but nothing happened.

Something tells me this might be the cause, unfortunately Twist isn't very forgiving when you mess under the hood.
That's why I limit myself to Money and Energy and if if I do edit the progression, it's only is very small increments of 5 or 10 at a time.

I used the cheat engine sometimes when I couldn't advance or didn't have the patience to push further but I never had a problem where I couldn't advance like this

It's the right file name, you just have to make sure it's for the right save slot
There are 8 save slots starting from top to bottom and so there would be 8 files called "playerinfo"
with each "PlayerInfo" file corresponding to the specific save slot

Slot 1 = "PlayerInfo.dat"
Slot 2 = "PlayerInfo2.dat"
Slot 3 = "PlayerInfo3.dat"
Slot 4 = "PlayerInfo4.dat"
Slot 5 = "PlayerInfo5.dat"
Slot 6 = "PlayerInfo6.dat"
Slot 7 = "PlayerInfo7.dat"
Slot 8 = "PlayerInfo8.dat"

I had a look and I think I figured out happened,

I believe you went to far ahead with Kira, which caused certain steps to be skipped and one of those is the ability to get the option to do something else with adrianna, which would have given the option to purchase the basketball outfit.

so, the bad news it looks like you need to start from the beginning.

It's one of the few times when using the search function in the top right is actually slower than manually looking.
Another case, would be when the answer is on the same page. Alas, this is not one of those occasions.

That's too bad because I didn't tamper with Kira initially but once I upgreaded versions I somehow had maxed out some of the newer girls and some even got stats they aren't supposed to have (Rebecca getting - 16 Rough for example.)

If you do decide to start over, I would wait for 0.29, as that is said to be released on the 15th January 2019

As for the saves, the only saves I can give are the completed ones for 0.28

press "win+R" on the keyboard and type - %userprofile%\AppData\LocalLow\KsTgames\The Twist
Win key is normally located next to the left "ctrl" key with the symbol of the windows flag

That's going to be hard to do, since that's content that was from almost a year ago.
At this point, you'd be better off starting a new game, then getting the next update in around a week (after initial beta releases).
