are you trying to go in there at night after 23:00, if you are then it won't let you in there until you get to the 28 content stuff

-To get the panties only option for her to wear daily, just repeat the scene of getting hit by the man with the red hood at the beach and at the hospital go home.

go there at 20:00, go in and jason will auto record it, there is no option that pops up, jason will also say something about recording it as well in the dialogue that pops up

there is no special day really, the way i do it is i don't go there and wait, i go somewhere else or stay at the house, skip to the time that is need then go back and check, if you are following the WT step by step, it should of trigger for you

the first time you use the veronica's secret store is for rachel quest line, so if you are not getting the option to talk to julia about it, it's either you missed a step or rachel stats isn't high enough
