Unfortunately, most of them are not in the game. Some were supposed to be teasers for future content, but the majority of them are just rewards that were given out to Patreons and are not in the game.

Creator is missing since a lot of time and that's not the first time, I don't think you need permission to do what you want

If you plan on a game for public release there may be problems, that is something you will have to discover.

Doubtful that will ever happen but there's nothing stopping you writing your own story, I've written dozens of versions.
My latest story identifies the real Tyrant, who is now dead, and his protege's part in the gangs downfall and the erm "rehabilitation" of the ladies.
Knock yourself out you can make of it whatever you want.
