Creating that system would require Steam accounts to be verified with real ID, so the age check couldn't just be bypassed by submitting incorrect information. Would also have to require Steam to prohibit connecting through VPNs, since those could be used to bypass national restrictions. Can you imagine the shitstorm that would happen if people had to deal with that, because of regulations against a country they didn't live in?Its steam though and not german laws (not entriely). Its perfectly legal to buy porn games in germany. The only requirement is that a site requires a system that can legally binding prove that the buyer is 18 years or older.
Steam is just too lazy and to cheap to implement such a system so steam just blocks germans from buying these games.
There is no way to create a system that effectively prohibits Germans under 18 from buying something on Steam, that doesn't also fuck over a huge chunk of other Steam users. People would lose their shit.
