The option "Ask about the Fassil Scholarship." should always come up whne talking to Jody at the Fair if you have the memory of Jessie: "She is trying to win the Fassil Scholarship that comes with a hundred grand."
You get that by talking to her at he Nightclub

Thought I'd come back to this every couple updates to continue the story, but now I'm realising that I have to do everything again because old saves are incompatible. What the hell? The game was grindy enough to begin with, having to grind through everything again each time is too much for me. Shame, because unlocking the new scenes was very satisfying

as long you have saves for version 0.06 or later you are good to go

No, it's a game bug which breaks your "persistent" file. JiraiyaSennin delete "./game/saves/persistent". Might also need to remove the one in "%appdata%/RenPy/TimeLoopHunter/persistent"

but if you delete persistent file you need to start a new game
cos usually game progress are written to persistent file
like stats and achievements
