If the date is fixed on Steam then the latest update has been tested. Steam takes 14 days for promotion of the game. I'm not saying the date can't change but it's highly unlikely that the date will change.

Steam dates have and do change; there are some where the release date was set and a day or so before it disappeared and went to "we don't know when this will release".
