So I also have been getting that same error message as the rest of you. I made sure it was running on japanese local and everything. What changed for me however is that i was running my file from a seperate harddrive. Try running the file when its saved on C directly. Might help

I know this is old, but I just wanna shout this out as working for me. I had it in a folder in documents; didn't work even with japanese locale. Moved the game's folder straight onto the C drive (next to program files and stuff) and it worked
This even worked forfixing another japanese game I'd been having trouble with. Thanks!
