Ok here is first fix for that :
I managed to find a fix without switching to japanese locale. Open up the file in winrar, under the options tab click on name encoding and then 932 (ANSI/OEM - Japanese Shift-JIS). Extract and it should work. This fix is made by AyItsYoBoi

If this dosen't help you we will try with Japanese locale.

Its the dlc. It isn't translated yet. Kagura's taken the job to translate it and will release it this year.
