I can't really speak about his intentions, but I do know this: In the first versions of the game, all the decisions had some impact, increasing skills such as cunning. Later, all of that was removed, and the variable in the game became things such as faction support and military strength and most decisions have no impact until after the king dies. Characters have also changed significantly from their original roles; Valentina went from childish and naïve to a bit of a Mary Sue; Marius went from a savvy political rival to a pathetic loser. I suspect the original vision for the game focused on political intrigue, and it changed to an empire/harem management game. I could be wrong, though.
