The Imperial GateKeeper [Tengsten] - Procrastinatus is pretty good, does have some gameplay though.
The simulation tag will cover most of them. Sadly other types of simulations are also included so you'll need to sort through them yourself (or wait for others to recommend some).

If the previous rec was what you're looking for, then I recommend Train Capacity 300% 2 [Final] [Beel ze bub], and a full save of it is posted here. Normal gameplay was confusing for me, so I just played with the sandbox of the full save.
