General rule is one day = 1%, so I'd give it two weeks. Granted last patch did come out several days early.

The trick is to get distracted enough to forget about waiting until the new version releases then randomly check later.

I recently picked this back up for the first time in a while, but right now Liam (the "hero") is just staying in the tavern, never going out to prompt Celica to find the desert, and no events happen at the tavern despite the exclamation mark on it every time I look on it (and it is bright and fully present, not faded in the slightest) so I'm pretty sure that's supposed to indicate a guaranteed event at the location it's on?).
I'm going to start a new save to see if following events in a different order will help fix it at all, but would also really appreciate any clarifications as to the actual specific requirements for that event to go off in case it doesn't (or better yet, to pick my current save back up and try at it again with an explicit checklist to go through and see if it works)?

I got the scene too, I had 80 Allure, so its probably not a factor. Here's what I think the requirements are:
1) Glace knows about Celestian
2) Be able to tank atleast one hit from her (or until she stops time)
I got it working semi-consistently for the Elf since she was able to take 1 hit, then Glace would stop time and the scene plays.
I'm sure its the same process to the scene with the Doll, but I never got it since late game Glace always one shotted her, and I didn't bother with starting a new save just for one scene.
My advice would be to do it in early lvl when Celica's (and by extension Glace) level is low and she can't just one shot you.
