Same issue, but I've downloaded and tried to use both 7zip and WinZip in Japanese to change it. Still broken, you remember how you fixed it?

I open these container in WinRAR and change the codepage to Japanese Shift.
(via options > name encoding > 932)

FYI to those who haven't already found it; a new person appeared in the same old translation thread on ULMF. They've already translated a decent bit of the game, to the point that it's playable without a guide.

just a heads up:
the developer got tired of putting hands on the currently developing one,
so he updated his 3 games including this.
not sure when those updates' gonna be on DLSite but yeah, he did.
