Visit the hospital and talk to everyone. It's in the castle. Door on the bottom on the 2nd floor.

what is this file?

Did you extract the game files in Japanese Locale?
If you haven't already then try and see if that fixes your issue first delete the corrupt game files (the ones you extracted earlier)
after that in winrar/7zip/winzip or whatever it is you're using press CNTRL + E to extract the files in Japanese


I was able to start the game just fine this way
