You're trying to run a DirectX 9 game on Windows 10 and it doesn't have it installed by default, you have to install it first. You can download it directly from Microsoft.

turn off subtitles, after day 1 you can turn them back on ...fixed it for me

Tentacle Games and Sekai Project are based in Japan I think, so unfortunately it's the law that they add mosaics. I don't think Kagura are, so they can get the original uncensored assets to use in the games they publish in English.
Edit - Sekai is actually American.

yep mosaics. vndb says the same. its sad coz uncensored arts at nozomi look good
