I can assert without prevarication or doubt that few (if any) games ever include everything the dev envisioned for the game.
Those devs that try to include or explore everything their creative spark desired often end up mired in unending indulgent spirals, forever releasing updates of unpredictable sizes and schedules, priorities changing arbitrarily, and many ideas, features and plots begun but never completed. Ultimately their games never finish and what is available can be a bloated, confusing mess. This is true of all games, not only erotic ones.
In my opinion, it's the sign of a good dev who is willing to restrain themselves, self-edit, and work towards actually finishing their game and presenting a cohesive whole, even if it pains them what had to be left on the digital "cutting room floor."
