There
is actually one person who seems to have succeeded, somehow, in making mods for the game which reshape the characters which could potentially lead to what you want, loler, they are on the discord and here but they haven't made a new mod for a long while, they said ages ago they'd upload a tutorial on how they did it but they just haven't yet, personally I am waiting on that.
The two mods they made introduced changes to Honoka's overall body shape and to 2B's clothing and body shape, which again is I think the prereq to doing all kinds of stuff, but they haven't shared how or done more yet. That was like for 0.53 or 4 maybe and we are on 0.55-56 now.
If I remember right I think I saw them say the process is extra arduous because it doesn't involve editing the model in blender or something and importing it involves using unity explorer to edit the bodies using scripting, somehow, sort of like just futzing with the sliders but with a lot more precision and with more options available cuz the game's code has a lot more going on than what there are sliders for, and then (somehow) saving all those edits to a tf character file.
It's been a personal white whale of mine for a long while to get to the point we can either import models or use some other method of editing the models, instead of just editing textures. I agree, although I appreciate the texture mods, I hardly use them myself since I don't particularly care as much about what textures they have on them if they otherwise look mostly the same unless you are zoomed all the way in staring at their skin. I think loler is just a lot more dedicated to it than we are, tho, since I guess the method they have is nothing different from what everyone does by using unity explorer but like with way more time and care involved than what anyone else is willing to do. It's just a whole lot of work for something which in theory wouldn't be that hard if the game wasn't built the way it is.
The TF vs VAM debate was raging a while back but the conclusion I think is they just do different things. VAM can do basically anything TF does but what TF does it can do 10x faster even if we are pitting a VAM veteran against a person who just downloaded TF, different priorities.
