At the moment: i would suggest to play with cheats, yes.
I think there will be some kind of fine-adjustment/balancing while the game-development progresses further.
But all in all it is a game about decisions, and if the dev does it right, and choices matter, then it will always have parts that are locked out based on your choices. Otherwise the choices and the character-development wouldn't make sense.
It's a main part of the game-concept.
