Because these types of devs are shit at planning, it's called conceptualization. You plan everything out FIRST. 90% of AVN and RPGM devs get a small idea and try to build an entire game around it, then wing it as they go. That's not how it works.
Storyboarding, rough mechanic implementation (barely working, but enough to gauge the flow of gameplay loops), art style tuning, etc. Then what happens is, the 'devs' realize how hard it really is and quit partway through.
Y'all got no one to blame but yourselves for this behavior, because you're the enablers.
