Okay I am completely baffled. I tried following instructions for cheats, but nothing works. Here's what I did:
Install both patch and paw_beans mod. Edit menu to show up by pressing F2 to avoid the crash. Enable cheats mod, IsVersionCheats and IsVersionExtended. Set value to 75. Exit and restart
Start game, press K. No cheats or means to change values. Press O, no cheats and says Basic Version
Where did I go wrong?

Hm, did you update something or on a clean install? Guys previously reported that it worked when they started all over from a fresh game dl. (which could mean that old versions create files not compatible with current one. Or: )
Dont use both cheats, just one of them! Idk what happens if you install both but since both use the same framework (BepInEx) but with different mod files that still do somewhat the same. Even if you remove ones files directly other files might got created conflicting. At best remove everything and clean install one. Savegame is stored elsewhere btw (you can open from main menue).
@Raswedj reducing grind?
@Alita228 already wrote that saves dont make any sense.

Hmmm, okay I'll try deleting and installing fresh. Now to be clear, do I install the crack AND paw_beans mod or just one of them?
Edit: Okay re-installed with only paw_beans mod, still no change. Cheats just don't seem to work for some reason

The crack and cheat do mostly the same. paw_beans before had a patcher that was flagged as virus (because it modifies files), thus eugene did make a bepinex mod which beans switched to too later. On the differences and how to install first one I did write here.
Your original description looked fine, well cheatson may need to be set too. I dont know what more could be the problem. If you can open the interface with f2, its installed correctly and the bepinex mod did get interfered with some security tool. Hm, which os are you using an which cpu? idk maybe bepinex makes use of instructions old cpus dont have?

1. Install pawn_beans and open game, close right after
2. Edit so it can open on F2
3. Open game and enable CheatsOn and IsExtended (but not IsExtendedCheats), set tiertype to 75
4. Close game then open again
5. Create character, then press K. None of the values can be changed
I've even tried setting tiervalue back to 78, just turning on IsExtended and IsExtendedCheats and so on. The only thing that works is IsExtended where I can use the experimental sliders, but that's it

I believe you mean 9900, cause thats the most matching but that should be quite ok.
Well I attached the config thats working here, replace it with the files there and at least delete cache folder.
Else post the LogOutput.log in BepInEx folder.
EDIT Some new info on cheats. Thanks to IAmTheMinotaur for hanging in there to get to the issue.
Google and Mega have the Steam version of the game while Pixeldrain uses the public Patreon. (visible in main menue - f.e. v38 EX Steam)
- What's the difference you ask? When it comes to cheats the Steam version has the cheats somewhat disabled.
(After applying mods) Stats still do work but you can't change options.
- What can you do ?
Download the game (cheat doesnt matter) from Pixeldrain (currently), ignore it as you still can change stats or wait till it gets adapted on other cheat options (I've already added it to my table though all except 2 options still did work)

put editing the save file behind an encrypted password with some weird save file format, makes unlocking cheats through modding obv kinda difficult, and above all the encryption password is hidden somewhere in a file entirely in chinese

Its not rly clear what you even want to say? Its not rly hard because he is using unitys default system with the pass and E3 saves, there are well known tools and documentation out there to help you.
On the other hand runtime cheats do exist for ages and are far more convenient so no one is interested in save edits I guess. But he said himself he never bothered to do something against.

But if I were a betting man, I would say you have been bashing on this particular game for some time now. Probably last time you got your ass whipped. So... Back for round two. Now I’m curious what kind of ‘hobby’ requires that level of paranoia. Seems like we might have bigger issues to unpack here.
