wait till night, then enter the forest, there will be slave hunters travelling. Follow them to exile town. The stone is from the Otto questline in exile town.

In the noble office place, go inside the evil noble's room, there is a bottle there or if you can go to the noble's party at night you can ask the host for one if you answer his question correct

you should've know where is back alley by now...at back alley there are some stairs that lead down...you ll see there..you need to lockpick a gate and then the first door is the undergound pub... you go to the bartender and there it should be the option to remove the shackles....just make sure you find the stairs at back alley

It should actually go away once you're free, but you're still wearing it.
There is also no way to remove them.

You have to go in the underground bar to remove it

but you got objective on first dialog - you need to deep in dungeon - other things is your way to make money for going even deeper. there Roleplay in RPG, y'now? (no offense)
