Different NPC's can craft stuff for you, you provide the mats. What you can craft yourself is via cooking (up to where I played it).
e.g. alchemist for alchemical items, while mechanical stuff is in the item shop (not the one next to the church).

its in the 3 layer just advance in the game until you reach said city, you will be able to get a token in the church there
