Yes he is but he's working on two games when you look at this game and price of desires that he promoted a while ago in patreon the renders look similar as in the lighting and colour that is why it's getting late even if he's not completely working he definitely has a hand in that game's development.
I think, you're right. Renders look similar. Price of desires is a nice game too. But this one is more interesting.
PoD is from a different Developer the 2 devs are cross promoting each other. They may both be linked to Opaiman for distribution.

Renders look exactly the same, until I see them both in the same room at the same time I chose to go with common sense and say its same dev, trying to max his profits.
