It all depends on how much time the developer can spend to making the game. Some people design games as a hobby after their regular work. Then it takes longer. Much longer.

"The way I built Waifu Academy doesn't allow me to make "quick" monthly update, the content wouldn't be meaningful enough" is the realest thing this guy probably has ever said, since even the once or twice a year updates don't have content that could be considered meaningful enough.
