(or another channel) it was stated some more games that were tentative on Steam got banned. From Monolith Bay's depressing situation to the recent news, it appears if you include _any_ on campus college or university setting (i.e. school grounds), the game will be banned on Steam. So if you plan on an eventual Steam release (I hope you do) you don't want to be excluded.
This game should wholly be your creation. Being midway through the game development, if you haven't developed a way to incorporate DLC, you might consider putting it on your roadmap. The DLC will be a way to sidestep such bans while allowing you to deliver additional 'realms' (xmas, Halloween, amazon world, etc.) The travel method could be via what ever: mirrors, different manholes, different elevators, etc.
It's not uncommon to release an Explicit "unlock" (like House Party), non-Steam 'patches', or empty text files outside of Steam to re-enable users freedoms. Being outside of the Steam ecosystem, they are considered user-mods and not policed by Steam. I'm not aware that Steam staff are allowed to or make an effort to do perform "Steam undocumented" mods like those.
You've put so much effort into this on-going successful passion project. You should be rewarded for your efforts and not held back by Valve & Credit Card company policies pressuring companies to stomp out consensual AO content & games.
