You need the "Strange Rune" item, then try to shop with Sebastian.

Strange Rune has a 10% chance to drop from Orcs, is a guaranteed drop from the hunt event where Jaina and Rose are running from 5 orcs, and are added to the dungeon chest loot pool after titfucking Iss for the first time. Good luck with the RNG.

Yes, in menu is Equipment. You can change some clothes, or make him naked.

I think you have to do the "Lost Delivery" quest first. There is a strange rune (or something like that) which you have to find. I think it drops randomly after fighting some goblins or orcs. Then you take it to Sebastian (the shopkeeper) and he will give you the "Lost Delivery" quest.
