Yes Netorase is technically under NTR, but so is Netori. Both aren't categorized under NTR in this site. It's exclusively for NTR.

It's because in most stories netorase is often written to branch off to netorare at some point so they often go hand in hand, but they aren't mutually inclusive. There are many examples of netorase without the hard ntr part.
Deliverance, COM3D2, Dessert Stalker, Solvalley School, Lab Rats, DMD all have some form of sharing your wife/gf/partner to other people and they don't have the NTR tag as its mostly swinging and exploring kinks and nobody is getting "stolen" as per ntr rules (albeit, as usual its heavily debated in most of their game threads but still these games don't have the NTR tag to date)
