No it will continue with the next chapters until they get to the same point of quality (about Ep18 on are all fine) but Chapter 25 is being finished first.

Jenna seems to be open to a bit of sharing with the 'right' people. You can't have a harem of all the females in the game, they don't like each other that much.

Personally I'd love to have Lily, Debbie, Katie, Jenna and Angel all together but... Who knows? Maybe one day...
