The breast expansion only occurs while the character is pregnant. Once the character gives birth, they shrink back to normal size. There are no potions or spells or curse/affliction that causes breasts to swell, just during pregnancy.

There is an option in the settings that prevent the breasts from shrinking after a pregnancy. I never tried it, but I am guessing that it will cause some serious clipping issues.

What's the point when you can make them any size during character creation. Would be cool if body measurements were locked behind achievements, there's literally nothing else to do in this game after you craft some armour.

The point seems fairly obvious. Its to expand the breasts during pregnancy similarly to the belly expansion. Not every part of reality was put into this game, but that part of it was. Character creation is not connected to breast expansion. They are two different things.

The only thing I can add is that it gives people a way to make their character's boobs grow after they have created their character. For those that want some game breaking size jugs on their character.
