I once had such a problem, the reason was the connected gamepad.

you simply need ddr6 or ddr5 graphics card to run games like these anything like 1060 or more powerful because your 1030 ture called a ddr5 but its really weak even I was having 750 was powerful more than it

Yep! It's the dev's fault for using unoptimized (and frankly unneeded) graphics that fry your system in exchange for that 1% extra fidelity

for those unaware, I think what he's showing here is that he set a -dx11 argument to the shortcut that starts the game, which makes the operating system use directx 11 for the game.

So unfortunately this was not it, I made sure nothing was plugged up and even turned off my Bluetooth on my computer just to make double sure nothing was plugged in and no gamepad was connected but it still did the same thing, I changed some settings to maybe fix it but unfortunately nothing seems to be working, I also made sure no programs that could use a game pad were off just to make double sure lol even though I'm sure it wouldn't matter, it's weird because looking left to right is fine but its only when I look up and down that it cuts back to the same spot, maybe it's my mouse but no other game is doing this but thanks for the response

Try deleting the "Config" folder and re-configuring the game.

do you realize how weak a 1030 is? It’s a 7-year-old budget gpu that could barely run games at 720p in 2017.

Yes this is in the UE5 version. It DOES slow down in heavily crowded areas though if there are a lot of lights casting shadows in the scene

I fkn died at this. Man you got some pipe dreams if you think a 1030 can fkn run anything on even medium settings these days and get above 60fps. You also gotta remember, this game is dx12 and your running a card that barely can use dx11 full functionality. That aside, spend 3 or 4 hundo and you can get a nvidia 4000 series now, albiet the low ends of it. I mean hell, best buy recently had a sale of 3080 founders for 400 bucks a piece. No reason you shouldnt upgrade your gpu, and cpu and ram. Idk what you got but im guessing its prob 32 gb of pc 2400 ddr4. Get you some 3600 ddr 4 with cl 14 timings, a budget cpu (Intel i-5 12600k is like 250 and has outstanding performance. If your going to be using a amd cpu, i would suggest using a amd gpu, and vise versa for intel with nvidia. After thousands of builds I've done for customers I can still safely say, stick with hardware that throws less errors when working together. Period. Also gen 4 nvme's at 6000-7000 megabytes READ and Write are available cheap now too. I got myself a 1 tb NVME as my boot drive and let me tell you how much of a diff that makes in not only your boot times, but your load times for games and how smoothly your game will run, (Im talking frame hitches and stuttering and shit like that.)
If you want to run any newer games coming out which most are using the Unreal 5 engine i mean its easy, you wont beable to run any new games coming out within the next two years or so. Literally go do some part time jobs or something, stop sitting on a forum complaining about the "dev hasn't optimized blah blah blah," have you seen the amount of fucking content guy? It is quite substancial. Im sure when they get around to it they will work on that, in the meantime you work on getting you a non cracker jack gpu bud <3
And yes I get good frames on this game, but its because I worked on my system over a period of years to build it to what it is.

At no point in time were the versions posted here ever censored. If it is censored for you, then you have censoring switched on in the game options.
