You're kind of right and wrong imo here's why I say that
The government can make tor illegal to use, and can get access to entry nodes meaning they can tell (and your isp) that you're using tor "There have been reports of some countries, such as China and Russia, actively blocking Tor access through deep packet inspection or other technical methods. In these countries, simply accessing Tor could raise suspicion."
If they make using a vpn illegal and apply similar techniques to china then even getting to mulvad or creating your own vpn will become much harder and ofc dangerous since if you get caught you could be fined or jailed depending on the law. as for mulvad or anyother vpn service we are getting to the point where not only do we need to trust that they won't log your data and protect your privacy but we need to do it in a era where End to End encryption is being attacked and countries are forcing them to either make backdoors or store logs (sometimes both). These are at the end of the day companies and most of them want/need to make money so the more their pressured and lose access to customers the more likely they will be to fold. (plus if all these countries start to apply pressure to whichever countries these vpns are hosted in that could easily be another avenue for them to go after, case in point the USA pressuring countries all over the world not to accept edward snowden)
You're right about cloudfire playing cat and mouse but sadly cloudfire has the advantage between isp's and dns services blocking access and the struggle of new sites to be made and then get a dedicated following and grow and then bam they get blocked and the process starts over again. One really great example of this is L*li Sh*ta sites while they do still exist it's shrinking every year with both sites going down and less games being made. If you look at this site and it's selection of L*li content about half or so is japanese and they've had some movement to get rid of that content aswell after pushes for more regulations, The 1999 bill had a clause about it that got removed, the 2013 had a clause in it that got removed,
bill 156 passed and while not super enforced still exist and can always start to be enforced. Also their banks which have withheld payment to adult creators after saying it's "based on various laws related to financial crime prevention and foreign trade."
It's not rare for countries to follow in the footsteps of other countries after succesful powergrabs especially if like japan they've been on the recieving end of critism for decades.
as for f95zone using the wait and see model I actually 100% agree on that I think they are going to see how strict the Uk's response will be, If it spreads to other parts of the world, If wherever the f95zone servers are becomes forced to shut them down or even worst work with authorites to track down sam.

" only because of my previous point f95zone clearly believes that it does matter what's on the site as they have banned certain content already. and that f95zone is currently using the fact that it doesn't host the piracy content itself but third parties do as a defense so that copyright holders. The problem with blocking/banning is sadly it does work sort of... "Over the past decade, more than 60 countries have enacted site-blocking laws that require internet providers to disable access to pirate websites. These policies have been effective. In the United Kingdom, Portugal, and Australia, when piracy sites were blocked, traffic to those sites decreased substantially, by 89, 70 and 69 percent respectively, according to a 2024 study released by the Digital Citizens Alliance." and those countries didn't even ban vpns yet XD
the united states is probably the next to join those countries with it's own 2025 anti piracy bill, and with a drop of up to 70% of users it's possible that this site will die. With this being both porn and piracy and the usa+others are already considering more extreme bans on both it's highly likely that the target on f95zones back may get to big to handle.
