No, he isn't. The DLC this time was the EX events we got and the panties gacha I guess. He's working on something but he hasn't shown anything about what it is yet.
It could be something like this (posted around November last year on his twitter)
it said to talk to kanae at evening but i couldnt even enter her apartment, nor is she anywhere to be found. is this a bug?

Also i cannot find the 3rd menko attacker can someone tell me where is he i tried the reading shop at shrine it says shrine at night but nothing happens also when i skip time it foes straight to late night instead of night at so i really have no idea where to to find the 3rd attacker

Each attacker appears at a different timeslot in a different location. IIRC one in front of the apartments, one in the levee and one in the shrine.
I believe the one in the shrine appears either at dusk or the evening (there's no "night" slot, so the hint was probably refering to one of these) but I think it won't appear if the end-of-year festival is currently running.

i defeated the front of apartment and the one at shrine but i don't know where the third one ?

That and I'd like to see his aunt and cousins interacting with each other like Kanae and her mom. They did comment to each other during scenes, but the 3some and 4some was pretty much just him one on one with all of them together in room.

Those are the spots where you can find people that are interested in Mizuki's divination skills. Try going at different timeslots.
