That's not a bug, it's just not something that's been implemented beyond what's already in the game. The card game was the pet project of Johnny back when he wasn't the head writer. Sadly it's on the the back burner now.

that was Feodoisy mod, he had that, but other 'not original game' content is different, too.
truly sad, though. it's a minigame with so much potential.

Puts out updates every other week or so on the discord. They're dev updates so not easy to set up but if you're not techy but they exist. The official update should be out "Soon" tm. Hopefully in the next month or so.

they posted sometime within the last two days to expect a UI Update in Q1 of next year, and content updates after that as one of the devs works on their art skills. Not sure what the specifics as far as content or the new UI are going to be (It's paywalled information on their patreon) but Sounds alot like what you've already been seeing if you've followed their website at all.
