i'd say because that Granger girl is out of proportion as is. to me, it does look a little off.

I imagine the reason that there isn't as yet is that breast expansion is a popular fetish among the players of porn games, whereas breast shrinkage isn't. BTW, if you make your mod then bear in mind that the BE potion's effects are only temporary, so if you adapt its code you will have to find some way to make its effects permanent.
Personally, I think that Hermione's body, including her breasts, is just perfect. And compared to the breasts in a lot of other porn games, hers are almost small. (I appreciate that's no consolation to you.)

sometimes, to me, a perky handfull is just more appealing than double Ds, especially when it kind of 'fits' a certain body type.
aside from that, most guys actually can't do much with big boobs.. that underscored bit is the average opinion of big boobed women i know, might have lost a bit in translation. yes we do talk about such things in real life, amazering innit.

Technically, Tonks wouldn't need a potion. She's a metamorphmagus, so she can just expand or shrink her breasts any time she wants.
But it is still a bit disappointing, if these potions will also be in the future just for Hermione.
