extremely low effort, and i don't mean it being an NPC game. most of the scenes are a plain, poorly edited CG accompanied by the same reused animations, which in fact i believe are a downgrade due to how bad they are and the already mentioned fact that they're all literally the same animations all over again and the game would probably fare better without them. There's also the extremely jarring difference in art styles between the animations and the CGs and even some standing characters like the policeman, to the point where i would not be surprised if either someone else added them, the CGs were taken from somewhere else or the dev just made them himself and called it a day.
All in all, i'd call this game a game that tried very very hard to work against itself and somehow succeded.
