Evee is more comparable to how SFM works. It is a realtime render engine and usually doesn't need a good gpu to achieve good render quality. Good render quality is achieved through tricks with different maps and masks on different materials.Eevee, for sure. But you need a 4000 series RTX graphics card for the best result.
Cycles on other hand is the one which literally requires a GPU to work faster, it uses Raytracing and lots of stuff rendered in Cycles cannot be replicated with evee, or atleast it's really hard to get similar results. Maybe with EveeNext in blender 4.0 the quality gap between cycles and evee would shorten, looking forward on how it will show itself.
Anyway, evee is the quick one, many things look flat when rendered in evee, more like a game engine.
If you see badass lighting, reflections and refractions with almost realistic feel to them, it's probably cycles.
Eventhough cycles animations can be rendered weeks long, it doesn't really matter for the creators if they have time. And if they have a little money to invest, there are allways sites for cloud rendering which boost the workflow by ALOT.
