Because they are easy to make. You don't have to be an expert to notice that most hentai games on RPG Maker use the same assets, maps, sprites, music - all this is a standard set from RPG Maker. The only thing that such developers add "from themselves" is pictures and the sound of moans (which can be taken from the Internet).

serious talk, there are a lot of good art games RPGM VN , with circles and devs that put a lot of effort in doing mechanics and gameplay with hentai, and make good games, instead the only shit coming are this ones. sad.

I know some games from good devs/circles that are almost 10+ years old and they are amazing. Unfortunately, we will not see them for some time.
