Before the loons took over in most of the rest of the world and decided that everyone had to be considered a simpering infant for legal reasons till one microsecond past their 18th birthday then expected to be a fully functional reasonable adult, there was a period called adolescence which encompassed the teenage years up to 18. From 18 onwards they were considered adults, and still are.
It's the same in France, majority at 18 but sexual majority at 15, so you're still a teenager, but consider yourself an adult at this level.... There really is a border here.

To me if one is trusted enough to manually guide a 1-2 ton 70mph missile down a long strip of asphalt by themselves and not kill themselves or others I'd say that makes them an adult at 16 = usually around 10th grade in highschool. Puberty to learner's permit at 15 = adolescent.
