I do not believe you can get to 100%. Maybe if you encounter all the random encounters but I'm not really sure where or how to encounter all those.

Your suggestion didn't help, I cannot craft anything. If I go to motel, Miller says come back when you have contract. So, how to progress? AS I understand before crafting something with my PC I need to gather needed contracts, but where to get them? In the GYM when I talk to people, there is no any talk about any contracts...

Depends on how old your older version was. I've been using the same save for awhile now.
