The Ble23 is arbitrary named by me. Between 22 and 24 on iwara there are 5 vids not having a number:

Re-read your file, just one file frame rate is normal, the rest should be what parameters are wrong to cause the frame rate to not go up.
Ble29b - 4K - Aoa - Miniskirt - Illustrious.m4v This file frame rate is normal.
Check if there is anything wrong with the output parameters, you can try the small file output test
I was not able to find the vertical ones, especially for chocolate cream sadly
