Nicholai's a member of the UBCS, the Umbrella Biohazard Counter-Service. Basically their paramilitary cleanup crew, compromised of dudes that just follow orders. Nicholai himself tho is also part of the Watchdog program Umbrella secretly embeds within the operation, having him and others record data on the BOW's within the city.

So I assume his presence in the teasers is him observing the Hunter in action
