Regarding the choice of uniform, I personally have nothing against schoolgirls dressing like whores. In fact, I quite like it. The problem is how you get to that point. In other words: Why would a school with strict rules allow its students to dress like whores?
I can think of 2 reasons:
1) It's actually the school that forces students to dress like that. Dressing like whores is part of the regulation uniform.
2) The students decide to dress like whores against the regulation uniform imposed by the school.
If the answer is 1), then the uniform should not change. The reason why the institution imposes the use of such a uniform should simply be clarified. If the answer is 2) then MC should force the students to change into a more "conservative" uniform.
I think both solutions would be good. I personally like the idea of playing on the hypocrisy of forcing the students to behave "more conservatively" in public while the protagonist corrupts and perverts them in private. Something similar to the abusive priests who give moral lessons from the pulpit. And this would not be in contradiction with the possibility of putting on a show of public humiliation from time to time.

And we do not need any ntr crap at all and adding in males to the school will lead others to ask for it.

This game goes to 100 right from the start. There's no corruption here, you walk in and the administrator explains that your job is to sexually harass and punish the girls as much as possible. And yes sexual stuff is fine because they're all repressed. As soon as you finish talking with the administrator you open a random drawer and discover a selections of whips and chains, then another to find a load of buttplugs.

I wish there was more build up to and started with just a regular paddle as a back up for spankings.
Going straight to bare bottom spankings is way to fast for me.
I would have started out with over the clothes, then panties, then bare bottom then nude.
After going nude and the next time its needed going for the paddle.
The MC needs to go ask for better tools but only getting 1 at a time over several weeks and so on.

Amazing work. Please keep this project going. Headmaster is overloaded. We need something more focused and straight to the point.

- animation critique: It seems like a harder hit if the swat is faster than the hand pull back. Right now the swat is animated and then the hand teleports back, and it makes it seem like a love tap. I would reverse it an animate the hand returning back, and just move the hand hitting the ass immediately.
