Just save to disk. Then open in notepad, save change and load result from disk.

Tested with Chrome v 70.0.3538.77(win 10, 64 bit), working fine. Not sure about mobile devices

Same. No problems with firefox or chrome. If Chrome isn't working, try clearing the cache. If that doesn't work, disable extensions. Worst case, reinstall chrome. One of those should fix it unless there's some other underlying issue blocking it from functioning properly.
